URBAN RENEWAL CAPITAL IMPROVEMENT PROGRAM FISCAL YEARS 2019/20 – 2023/24 Each year, the Commission approves a five-year Capital Improvement Program (CIP) and recommends it to the Gresham City Council for adoption, as required by the Rockwood-West Gresham Renewal Plan. The CIP is a five-year forecasted estimate that identifies major projects requiring the expenditure of public funds over and above operating expenses.

1. ROCKWOOD RISING REDEVELOPMENT PROJECT PARTNER UPDATE (20 MINUTES) The mission of the Rockwood Rising Redevelopment Project on the Catalyst Site is to build on significant community assets to transform the most economically challenged neighborhood in Oregon into an economic engine that breaks the generational cycle of poverty and builds individual, family, and community prosperity. The project is supported by the collaboration of public and private partners. The Commission plays an important role as the convener of key partners to enhance the redevelopment impact of the project by ensuring community preferences, perspectives, and priorities are incorporated into the Project design and programming.
