PREDEVELOPMENT SERVICES GRANT APPLICATION: J & D PROPERTY HOLDINGS, LLC Predevelopment Services grants assist developers with initiating challenging development projects in the Industrial and Town Center zones of the Urban Renewal Area. The grant program promotes Goal 4 of the Rockwood-West Gresham Urban Renewal Plan. Application for of up to $27,600 to J&D Property Holdings, LLC for predevelopment activities on property located at 18111 NE Sandy Blvd at the northeast corner of NE 181st Street and NE Sandy Blvd.

2. ACCESS LICENSE AGREEMENT WITH MIDLAND INVESTMENT CO. The construction of the new street segment through the former Fred Meyer site, connecting 187th Avenue at Stark with 188th Avenue at Burnside will create a safer direct connection between the Rockwood MAX station and the residential neighborhoods to the south of Stark. The new 187th will make the existing portion of 188th Avenue between Stark and Burnside redundant. It will be closed to through traffic. Businesses located on property at the corner of Stark and Burnside currently have access to 188th. The proposed Access License Agreement will grant this property owner and businesses access across the eastern portion of the former Fred Meyer site to the new 187th Street on a driveway north of the Rockwood Community Office. The access is temporary and can be revoked in the future at the discretion of the GRDC.
