1. RESOLUTION NO. 23 AUTHORIZING EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF GRESHAM, OREGON FOR URBAN RENEWAL PROJECT FUNDING. This resolution and agreement would take advantage of historically low interest rates and will result in long-term financing to repay an existing line of credit and fund $7 million of future Urban Renewal projects. (10 Minutes)

2. RESOLUTION NO. 22 ESTABLISHING A GRDC GRANT PROGRAM RELATING TO THE CITY OF GRESHAM'S SMALL BUSINESS INCENTIVE PROGRAM. Resolution No. 22 would establish a grant program authorizing the GRDC to pay the fees and System Development Charges (SDCs) for eligible Rockwood businesses in support of the City's Small Business Incentive Program. (10 Minutes)
