2. URBAN FLOOD SAFETY & WATER QUALITY DISTRICT FEE COLLECTION: 30 Minutes The Urban Flood Safety & Water Quality District was formed by the Oregon State Legislature in 2019, with a mission to upgrade the 27 miles of Columbia River levee system and consolidate four legacy drainage districts into one for continued and updated operation and maintenance. Its boundary coincides with all of Multnomah County within the urban growth boundary. The District has the authority to charge cities within its boundaries a "Flood Safety Benefit Fee," which will be imposed on Gresham starting in September. Options for collecting this new charge from customers will be presented to Council for policy direction.
