2. RESOLUTION NO. 3615: CITY INVESTMENT POLICY: This item will approve Resolution No. 3615, adopting an updated City of Gresham Investment Policy and repealing Resolution No. 3568. Budget and Finance is the lead department.

3. RESOLUTION NO. 3616: RECREATIONAL IMMUNITY: This item will approve Resolution No. 3616 to opt the City into the immunities provided by ORS 105.668. City Attorney's Office is the lead department.

COUNCIL BILL NO. 07-24: AMENDING GRESHAM REVISED CODE CHAPTER 3: This item will approve the enactment reading of Council Bill 07-24 amending Gresham Revised Code Chapter 3, as it relates to Stormwater, clarifying that stormwater services includes compliance with urban flood safety and water quality district requirements. Environmental Services is the lead department.

5. RESOLUTION NO. 3617: MANAGEMENT, SUPERVISORY & CONFIDENTIAL EMPLOYEE HRA/VEBA: This item will approve Resolution No. 3617 regarding Management, Supervisory and Confidential (MSC) Employee HRA/VEBA adjustment. City Manager's Office is the lead department.

6. AWARD TO PRIVATE BUSINESS: HOMELESS SHELTER SUPPORT & RESERVED SHELTER ROOMS: This item will award and authorize the City Manager to execute a contract with Rockwood CDC in the amount of $345,000.00 to support maintenance/operations of the Tower Shelter (located at 2261 NE 181st Ave.) and reserve five shelter rooms for the exclusive use of the City's Homeless Services Team for two years. Community Services is the lead department.
