RESOLUTION NO. 3614: AUTHORIZING PARTICIPATION IN THE NATIONAL PRESCRIPTION OPIOID LITIGATION SETTLEMENT AGREEMENT WITH KROGER CO.; AUTHORIZE CITY ATTORNEY TO EXECUTE PARTICIPATION FORM FOR THE SETTLEMENT AGREEMENT: This item will approve participation in the Kroger Co. Nationwide Opioid Settlement Agreement and authorize the City Attorney to execute the Participation Form for the Settlement Agreement. City Attorney's Office is the lead department.

3. ROCKWOOD WEST-GRESHAM RENEWAL PLAN AMENDMENT: This item will approve the enactment reading of Council Bill 04-24, which removes property from the Rockwood West-Gresham Urban Renewal Plan. Urban Renewal is the lead department.

4. AWARD TO PRIVATE BUSINESS: POLICE ARMORED RESCUE VEHICLE: This item will approve the purchase of a regional armored rescue vehicle from Lenco for a purchase amount not to exceed $451,439 and authorize the City Manager to finalize the purchase agreement. Police is the lead department.

5. AWARD TO PRIVATE BUSINESS: YOUTH WORKFORCE DEVELOPMENT SERVICES: This item will award contracts for youth violence prevention services and authorize the City Manager to execute the contracts. City Manager's Office is the lead department.

INTERGOVERNMENTAL AGREEMENT FOR FIRE AND EMERGENCY SERVICES WITH MULTNOMAH RURAL FIRE PROTECTION DISTRICT 10: This item will approve the intergovernmental agreement for Fire and Emergency Services with Multnomah Rural Fire Protection District 10. Fire and Emergency Services is the lead department.

D. PUBLIC HEARING: 30 Minutes

1. TYPE IV COMPREHENSIVE PLAN AMENDMENT: DEVELOPMENT CODE UPDATE TO CLARIFY APPEAL DEADLINES AND CREATE A COUNCIL REVIEW PROCESS FOR TYPE III DECISIONS: 30 Minutes This item will hold a public hearing for and consider adoption of a Type IV Comprehensive Plan Amendment to Volume 3 Development Code to clarify procedures when a Notice of Appeal deadline falls on a weekend or holiday, and to provide a process by which Council may call up Type III land use decisions for review. Urban Design and Planning is the lead department.
