1. RESOLUTION NO. 3565 SUBMITTING TO THE VOTERS BALLOT MEASURE AMENDING GRESHAM CHARTER SECTION 45A

This item will consider approval of Resolution No. 3565 referring to the City of Gresham voters a ballot measure amending the City of Gresham City Charter Section 45A, Charter Amendments, which - if approved by the voters - changes the number of required affirmative votes to amend the Charter from 60 percent to "a majority of votes cast on the proposed measure" and adopting the ballot title and explanatory statement to be placed on the November 7, 2023 ballot. City Attorney's Office is the lead department

3. CHARTER REVIEW: URBAN RENEWAL: 30 Minutes

At the February 21, 2023, Council Work Session, staff presented information regarding the Gresham City Charter in relation to Urban Renewal. This included current City Charter language in relation to other cities and state statutes. Elaine Howard Consulting presented the challenges and limitations with the current charter language, which limits responsiveness on economic development investment. City Council provided direction that staff prepare a plan to align with state statute. Staff will now present the plan for recommended changes to the existing charter provisions and seek Council direction on whether to proceed with a ballot measure for voter approval of those changes.
