INTERGOVERNMENTAL AGREEMENT WITH THE GRESHAM BARLOW SCHOOL DISTRICT FOR THE DRILLING OF CASCADE WELL #10: This item will move to approve the attached intergovernmental agreement with the Gresham-Barlow School District to allow the drilling of Cascade Well #10. RESOLUTION NO. 3548: APPROVING AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF GRESHAM AND GRESHAM REDEVELOPMENT COMMISSION FOR CREDIT FACILITY SERVICES: This item will move to approve Resolution No. 3548, a resolution of the City of Gresham, Oregon authorizing the City to enter into an Intergovernmental Agreement for credit facility services with the Gresham Redevelopment Commission. Budget & Finance is the lead department.

RESOLUTION NO. 3550: EXPEDITED ANNEXATION ALTMAN ANNEXATION: This item will move to approve Resolution No. 3550 for Application No. AX-22-00169 to annexation approximately 24.8 acres of land at 17036, 17112, and 17116, and 17320 SE McKinley in Unincorporated Multnomah County into the City of Gresham. Urban Design and Planning is the lead department.

AWARD TO PRIVATE BUSINESS: CITY HALL ELEVATOR REPAIR PROJECT: This item will move to award a contract to Thyssenkrupp Elevator Corporation in an amount not to exceed $188,384.73 to repair and upgrade the Gresham City Hall elevators and authorize the City Manager to execute the contract. Environmental Services is the lead department.

This item will move to approve City Application No. CPA 23-00141 based upon the findings, conclusions, and recommendations of the April 10, 2023 Planning Commission Recommendation Order and the March 31, 2023 Staff Report; and approve the Enactment Reading of Council Bill 04-23. 1. POLICE BEHAVIORAL HEALTH UNIT OVERVIEW: 15 Minutes

This item will present the Gresham Police Behavioral Health Unit (GBHU) a grant funded co-responder team pairing a Gresham Police Officer with a Mental Health Clinician. GBHU responds to calls involving persons experiencing a mental health crisis and provides post crisis follow-up. GBHU connects people to appropriate services while diverting them from the criminal justice system. We're currently working on our third grant application to keep the team operational. This report will discuss what we do, our challenges and hopes for the future. City Manager's Office is the lead department.
