1. MEETING MINUTES: This item will approve the Council Business Meeting minutes from January 3, 2023. City Manager's Office is the lead department.

2. AWARD TO PRIVATE BUSINESS: AGENT OF RECORD FOR EMPLOYEE BENEFITS: This item will approve authorizing the City Manager to enter into a five-year contract with option to renew with USI Insurance Services Inc., as City's agent of record for employee and retiree benefits. Human Resources is the lead department.

3. RESOLUTION 3538 - AMENDMENT TO RESOLUTION 3478: This item will move to amend Section 1 of Resolution 3478 (the Resolution) to state that the Charter Review Committee (CRC) shall submit a Final Report containing its recommended Charter changes no later than April 30, 2023; amend Section 3 of the Resolution to direct the CRC to complete and formalize recommendations on districting and voting systems as well as authorize the CRC to recommend other proposed Charter changes (identified in the attached Exhibit A - CRC Priority Items) upon Council approval. City Attorney's office is the lead department.

GRESHAM REVISED CODE ARTICLE 7.25 REVISION: LIMITED PURPOSE RECYCLING COLLECTION LICENSE 15 Minutes This item will approve the first reading of Council Bill No. 01-23, amending Gresham Revised Code Article 7.25, Solid Waste Code to adopt a Limited Purpose Recycling Collection License. Department of Environmental Services is the lead department.
