2. AWARD TO PRIVATE BUSINESS: INVOICE CLOUD CONTRACT This item will approve authorizing the City Manager to enter into a five-year contract with option to renew with Invoice Cloud for third-party payment processor services. Budget and Finance is the lead department.

This item will approve the appointment of Dani Moss, Victoria Soriano Garcia, Rosalie Wuethrich, Tiago Robinson, Zoey McKnight, Eliana Oommen, Aryana Martinez to the Youth Advisory Council. City Manager's Office is the lead department.

4. RESOLUTION NO. 3534: AMENDING CAPITAL IMPROVEMENT PROGRAM

This item will approve Resolution No. 3534 amending the Capital Improvement Program (CIP) for fiscal years 2022/23 through 2026/27 to reflect the changes shown in Exhibit A. Budget & Finance and Department of Environmental Services are the lead departments.

1. TYPE IV HEARING: COMPREHENSIVE PLAN AMENDMENTS - FOOD AND BEVERAGE CARTS, AFFORDABLE HOUSING, AND EMERGENCY SHELTERS

This item will adopt City Application CPA 22-00310 based on the findings, conclusions, and recommendations of the October 24, 2022, Planning Commission Recommendation Order and the October 17, 2022, Staff Report and approve the Enactment Reading of Council Bill 13-22. Urban Design and Planning is the lead department.

1. COLLECTION OF HARD-TO-RECYCLE MATERIALS

Staff will provide follow-up information requested by City Council at the October 18, 2022, work session and is seeking a Council decision on a preferred option for the collection of hard-to-recycle materials. Staff will then bring relevant City Code changes back to Council for approval at a later date. Department of Environmental Services is the lead department.
