RESOLUTION NOS. 3499 THROUGH 3504 AND 3507: FEE RESOLUTION UPDATES This item will approve Resolution Nos. 3499 through 3504 and 3507, updating fee resolutions related to Gresham Revised Code Chapters 3 through 6, 10, and 11, and the Gresham Community Development Code, and repealing Resolution Nos. 3370, 3393, 3467, 3468, 3469, 3493, and 3494. PROPERTY ANNEXATION DANIEL BIORNSTAD EXPEDITED ANNEXATION This item will approve Resolution No. 3326 for City Application No. AX 22-00603 to annex approximately 4.34 acres of land at 1S3E22D-00200 and 1S3E22D -00100 in the portion of unincorporated Multnomah County along SE Hogan Road into Gresham. Urban Design and Planning is the lead department.

2. RESOLUTION NO. 3505: CONTINGENCY TRANSFER REQUEST FOR FISCAL YEAR 2021/22 This item will approve Resolution No. 3505 transferring $400,000 from the General Fund contingency, adjusting appropriations as outlined for Fiscal Year 2021/22. Budget and Finance is the lead department.

3. CLIMATE FRIENDLY AND EQUITABLE COMMUNITIES (CFEC) RULEMAKING Staff will provide introduction and background to Executive Order 20-04 issued by Governor Brown which directed state agencies to reduce climate pollution through a complex rulemaking process. The rulemaking is focused on significantly strengthening Oregon's administrative rules about transportation and housing choices in Oregon's eight urban areas with populations over 50,000 while creating more equitable outcomes for community members. Temporary rules were adopted on May 19, 2022, and adoption of permanent rules is anticipated this July. Community Development is the lead department. 45
