1. RESOLUTION NO. 3487: APPROPRIATING A YOUTH VIOLENCE PREVENTION GRANT This item will approve Resolution No. 3487 appropriating a Youth Violence Prevention grant for Fiscal Year 2021/22. Budget & Finance is the lead department.

2. RESOLUTION NO. 3492: COOPER COURT RIGHT-OF-WAY ANNEXATION REQUEST This item will approve Resolution No. 3492 requesting Multnomah County to transfer a segment of SE Cooper Court to the City of Gresham. Urban Design and Planning is the lead department.

3. YOUTH VIOLENCE PREVENTION SERVICES This item will award six contracts for youth violence prevention services and authorize the City Manager to execute the contracts. Community Services is the lead department.

4. ENACTMENT READING: TRANSPORTATION SYSTEM PLAN UPDATE COMPREHENSIVE PLAN AMENDMENT CWP 21-00587 This item will approve Council Order No. 697 and the enactment reading of Council Bill 03-22. Urban Design and Planning is the lead department.

ENACTMENT READING: MULTIFAMILY SERVICE AND COMMERCIAL FOOD This item will approve the enactment reading of Council Bill No. 02-22, amending the Gresham Revised Code Article 7.25, Solid Waste Code to adopt multifamily service standards to be in compliance with recently adopted Metro regional standards and update commercial food separation requirements. Environmental Services is the lead department.

E. COUNCIL BUSINESS 105

1. WY EAST FOLLOW UP This Council Work Session item is a follow up to the One Gresham presentation on December 14, where staff presented the Wy-East Trail as a community asset that links the city’s three regional centers - Rockwood Town Center, Civic Neighborhood and Downtown, including Hogan. Per the request of Council, this presentation will focus on providing more detailed information on what an Eco-Innovation Center is about, as the vehicle for bringing together science and education opportunities, jobs and the community’s culture and diversity in a zero-carbon format. The presentation will be made by leaders from SERA Architects and Long-Haul Capital, which is the primary equity partner, following a few introductory remarks by Eric Schmidt and David Berniker. 30

2. UTILITY FINANCE ASSISTANCE PROGRAM Work Session item. Staff will provide an assessment of the City’s current program with recommendations for program adjustments based on community engagement results, demographics analysis, and a review of program successes and opportunities.
