AWARD TO PRIVATE BUSINESS: STATE AND FEDERAL GOVERNMENTAL AFFAIRS AND LOBBYING SERVICES Approval of this item will authorize the City Manager to enter into a contract with Thorn Run Partners, an Oregon and Washington, DC-based lobbying firm, for the purpose of providing technical advice and direct advocacy and support of the City's state and federal intergovernmental interests. The Office of Governance and Management is the lead department.

COUNCIL BILL NO. 09-14: RELATING TO THE APPLICABILITY OF MULTNOMAH COUNTY ORDINANCES WITHIN THE CITY OF GRESHAM This is the first reading of an ordinance to preserve the authority of the City to govern the City and to protect the City's Home Rule Authority to the greatest extent allowed by the constitution, statutes and common law of the United States and Oregon. The City Attorney's Office is the lead department. 20
