INTERGOVERNMENTAL AGREEMENT WITH OREGON DEPARTMENT OF TRANSPORTATION: LOCAL AGENCY CERTIFICATION ODOT is responsible for all project-level activities associated with federal -aid highway program transportation grants awarded to local jurisdictions. This IGA delegates authority to the City of Gresham to administer consultant selection, design, and construction administration activities on federal-aid projects that are not on the National Highway System. Environmental Services is the lead department.

ENACTMENT READING: GRESHAM REVISED CODE - OREGON SOLAR INSTALLATION SPECIALTY CODE The purpose of this council bill is to amend Chapter 10 of the Gresham Revised Code relating to the Oregon Solar Installation Specialty Code which became effective on October 1, 2010. Community Development is the lead department.

3. RESOLUTION NO. 3037: OREGON SOLAR INSTALLATION SPECIALTY CODE The purpose of this resolution is to establish fees and charges for the Oregon Solar Installation Specialty Code. Community Development is the lead department.

4. AWARD TO PRIVATE BUSINESS: PURCHASE OF PIPE INSPECTION VEHICLE This item approves the purchase of a van with after-market modifications for Watershed Management Department pipe inspections. This van accommodates existing closed circuit TV (CCTV) Equipment. Environment Service is the lead department.

5. APPOINTMENT: URBAN FORESTRY SUBCOMMITTEE Mayor Bemis is recommending the appointment of Jim Buck to the Urban Forestry Committee. Office of Governance and Management is the lead department.

1. FIRST READING: CODE REVIEW FOR ENFORCEMENT Council is being asked to approve changes to the Gresham Revised Code relating to enforcement. City Attorney's Office is the lead department. 25

2. RESOLUTION NO. 3036 ADOPTING FINANCIAL MANAGEMENT POLICIES FOR THE CITY OF GRESHAM AND REPEALING RESOLUTION NO. 2924 This resolution proposes a financial management policy which would address a minimum reserve balance and the mechanisms for restoring the reserve balance when it has been used as an operating resource in the General Fund during an economic downturn. Finance and Management is the lead department. 15

3. RESOLUTION NO. 3038: UPDATING DEVELOPMENT FEES This fee resolution gives alternatives for listing and delisting properties on the City of Gresham's list of Historic & Cultural Landmarks. Staff will be proposing a fee for the Optional Design Consult meeting held by the Design Commission. Staff will also note that participation in the Optional Design Consult meeting and the Early Assistance Design Review Advice meeting will result in a reduced Design Review Submittal fee. Urban Design and Planning is the lead department. 15
